There is no road to the Blue Lagoon. These are the four ways in from Paphos, what each one really costs, and the one that is not allowed.
The Blue Lagoon sits on the north coast of the Akamas peninsula, close to the tip at Cape Arnaoutis. It is inside a protected area and no surfaced road reaches it. That single fact decides every option below.
The nearest harbour is Latchi, about 40 minutes by car from Paphos through Polis Chrysochous. From Latchi the lagoon is roughly 30 minutes by boat.

A boat from Latchi and a guided jeep are the two practical ways in. A shared cruise is priced per person; your own boat is priced per boat, so the cost per person drops with every extra person on board, up to 10.

In Cyprus you can drive a small boat on a normal car driving licence. You hire the whole boat, not a seat, so the price is split between everyone on board. From Latchi Harbour the Blue Lagoon is about 30 minutes, and you stop where and when you like along the way.

Self-drive boats may stop at five places only: the Amphitheatre, Manolis Bay, the Blue Lagoon, Fontana Amorosa and the last beach before the cape.
Prices start at €80 an hour or €255 for the whole day for a 6-seater, with bigger boats for parties up to 10. You reserve with a booking fee of 20% of the boat price. On the day a safety deposit (damage excess) is held: €350 on boats under 5.9 m and €850 on every other boat, released when the boat comes back undamaged. Fuel is paid at return for what you used.

If you would rather be driven, two guided jeep safaris from Paphos reach the Blue Lagoon. Both include free hotel pickup, a licensed driver-guide and a closed, air-conditioned Land Cruiser that seats up to 10. No driving licence is needed.
Both run on Monday, Thursday and Saturday. Lunch is optional, €15 an adult and €10 a child, paid on the day. A private jeep for one group is also possible.
Several operators run scheduled cruise boats out of Latchi that anchor at the lagoon for a swim. You pay per person, which makes it the cheapest option for one or two people. You travel on their timetable, with everyone else on board, and you stop where the boat stops.
The only way in by land is an unsurfaced Akamas track. It needs a proper 4x4 with real ground clearance, and most Cyprus hire-car agreements forbid driving it. Walking in is a long hike with no shade and no water on the route.
A self-drive buggy or quad cannot go to the Blue Lagoon. The buggy road is closed, and the lagoon sits past Lara Beach outside the area rental agreements cover. No rental operator in Paphos permits it — if one says yes, ask to see it in writing. On a self-drive buggy or quad you can reach Adonis Baths, the Sea Caves, the Edro III shipwreck and Avakas Gorge, and Lara Bay on some vehicles.
Self-drive boats run every day until early to mid November, then again from mid April; through the winter the boats go out with a captain only. May to October is the swimming season. July and August are the hottest and the busiest, so the lagoon has the most boats in it.
If the sea is too rough and a trip cannot run, a self-drive booking moves to another day or becomes a voucher, and the booking fee is refunded in full if you would rather not.
